When establishing two-component tariffs based on the consumption rate for 1 person, the calculation for hot water according to the meter includes the consumption according to the standard of thermal energy required to heat the cold hydraulic flow. That is, the two-component tariff is the sum of the cost of the component of the cold water resource intended for heating and the cost of the component used for heating the thermal energy.

However, in the absence of water meters or their failure, the normative values ​​are applied, approved, in accordance with the RF LC Article 157 clause 1, by the authorities local government, for example, by orders of the Regional Tariffs Department.

So, for example, the social norms of hot water consumption in Moscow in 2016, calculated according to the standard, are 4.745 m 3, cold water - 6.935 m 3 and in total - 11.68 m 3 per month. Who sets the normative values ​​and how

The consumption rate of cold and hot water without a meter for 1 person (daily and per month) 2015-2016 is determined according to the normative Rules for the consumption of utilities, approved by Decree No. 306 of the Government of the Russian Federation. So, using the example of the values ​​established by the Department of the Novosibirsk Region for tariffs, it is possible to illustrate the detailed criteria in m 3/1 person / month:

  • living quarters with cold water supply and hot water supply, sewerage systems, bathrooms 1.5-1.7 m, showers, kitchen sinks, toilets and sinks: 5.162 and 7.270 m 3 for hot and cold water supply, respectively,
  • with the same parameters, but without hot water supply: 9.058 m 3 (cold water supply),
  • with a bath of 1.2 m and hot and cold water supply: 4.169 and 6.467 m 3, respectively,
  • and with the same parameters without a bath: 3.419 and 5.856 m 3 for hot water and cold water, respectively, etc.

Similar water consumption rates have been introduced in VNTP-N-97 for consumers of agricultural water supply systems (population, farm animals, water standards for irrigating crops, processing products, maintenance, repairs, etc.). Here, in the average daily water consumption per person per day, the standard values ​​\ u200b \ u200bare detailed not only for the above parameters, but also for various procedures and household needs depending on the climatic zone. What is the norm of water, or how many cubes are needed per person per month

The water consumption rate for 1 person without a meter since 2017 for the population is calculated on the basis of the Decree of the Government of the Russian Federation of December 17, 2014 No. 1380 as amended and supplemented on June 29, 2016. Calculation of water consumption in apartments where metering meters are not installed

If a water meter is not installed in the dwelling, then the accrual of the amount payable for water supply services will be made based on clause 5.1 of Appendix No. 1 of the Decree of the Government of the Russian Federation No. 306 dated May 23, 2016, taking into account the increasing coefficient, which from January 1, 2017 is 1.6.

Thus, in order to find out how many cubic meters of water is the consumption rate per person living in the building per month, you need to multiply the base rate by the increasing coefficient.

If necessary, the rate of water consumption per person per day is calculated by simply dividing the average monthly rate in cubic meters of water by the number of days in a month.

The final cost of water supply per person per month can be calculated as follows:

  • the average monthly rate of use of hot water supply in cubic meters is multiplied by the price set in a particular region at the established corresponding tariff, and multiplied by a coefficient;
  • a similar procedure is carried out for cold water supply and drainage;
  • the final price is calculated by adding up the available results.

To find out how much you need to pay for the premises as a whole, you need to multiply the final price by the number of people living in it. Here it is necessary to take into account that other tariffs are applied for beneficiaries.

If there are temporarily residing people in the dwelling, then the rationing of water consumption by them is carried out based on the actual period of their residence in days.

What has changed in 2017?

For tenants who do not use meters, but if it is possible to install them, then, in contrast to previous periods, this year the applied coefficients have been changed upward. Each time the resource will rise in price until the price reaches 60%.

Taking into account the innovations, the minimum cubic meters of consumed water (under the action of two-component tariffs) are considered when adding up the norms available for the consumption of water and heat, which goes for heating.

How to calculate the standard for the use of heated water?

In the case when hot water supply is not provided, then the consumption of cold water supply increases, since additional cubic meters of cold water are heated by means of gas installations.

In this case, water consumption increases up to 330 liters per person per day. To save water, a meter is often used. In this case, only used cubes are payable.

The rate of consumption of thermal energy is calculated taking into account the installed communication system and depending on the types of risers.

If the apartment does not have a water meter, then the minimum rate is set depending on the available standard for each type of housing and communal services. So, the level of water consumption from the bathroom will be 4.5 cubic meters per month per consumer. The consumption of cold water is higher and reaches up to 7 cubic meters.

Installation of meters in Moscow


In order to reduce the average volume of water consumption and, as a consequence, spend less for its use, it is recommended to install metering devices.

On the Internet, you can find many announcements about the installation of meters in Moscow, but in order not to fall for the bait of scammers, it is still better to contact the management company. The cost of installing metering and maintenance devices for citizens with benefits is slightly lower than for those who do not have them.

Often, metering devices are installed and sealed by the water utility employees. Counters must comply with the requirements of GOST.

In 2017, no sanctions have yet been introduced for the use of water supply without meters, although earlier D. Medvedev said that the introduction of sanctions was postponed at least until January 1, 2017.

Advantages and disadvantages of metering devices
